<P>PROBLEM TO BE SOLVED: To surely prevent a third person from illegally using an IC card by making it possible to surely recognize the correctness of a user of the IC card by using a simple method without using a special input device. <P>SOLUTION: In this IC card 101 which can be arranged in a non-contact state with a card reader 102 that emits an electrical field, the user ID of the IC card is notified to the card reader, and a state change in the electrical field is detected by arranging something characterizing the user of the IC card in the electrical field emitted from the card reader (113 and 114) to authenticate the correctness of the user of the IC card 106. Further, something characterizing the user of the IC card is the movement of the user's hand.
