PROBLEM TO BE SOLVED: To provide a focus controller and a control method having no deviation from a control range even when the focus setting operation is unstable, and to provide a program for the focus control. SOLUTION: On an optical pickup 4 for converting reflected light of laser beams emitted on a disk to an electric signal, an objective lens 42 operating the emission of the laser beams and the receipt of the reflected light, and a biaxial actuator 43 for driving the objective lens 42 are arranged. A focus error signal detecting part 52 for detecting a driving signal of the actuator on the basis of the electric signal from the optical pickup 4, an actuator driving part 56 for controlling the driving of the biaxial actuator 43 so that the focus setting operation is carried out by the objective lens 42 on the basis of the driving signal, a focus gain setting part for setting the focus gain of the driving signal, and a focus gain adjusting part 54 for clipping a driving signal waveform, are provided in the controller.
