PROBLEM TO BE SOLVED: To compute the density or hue of smoke by use of a monitoring camera which never causes a false report even if set outdoors by controlling the sensitivity of a flame sensor so as to switch to high sensitivity upon receipt of an intrusion signal, thereby generally setting the sensitivity to low sensitivity. SOLUTION: This fire-setting detection system comprises the flame sensor 20 having a flame detection part 21 and a human body sensor 10 having a human body detection part 11. This system further comprises a sensitivity setting part 22 for setting the sensitivity of the flame detection part, a transmission part 12 for transmitting the intrusion signal when the human body detection part 11 detects a human body, and a receiving part 25 for receiving the intrusion signal.
