PROBLEM TO BE SOLVED: To provide a locking monitoring device and a locking monitoring method using a lighting wire communication, capable of installing a system for monitoring the door locking state of a building such as one's own house from outside the house inexpensively without construction by a specialist trader. SOLUTION: The locking state is detected with a locking sensor 1 fitted to a door 22, and the detected locking state is transmitted to a lighting wire communication means 2 fitted to a ceiling near a door, a wall switch, and a socket using inexpensive radio communication such as feeble radio communication and infrared radio communication. The locking state is transmitted from the means 2 to a home gateway 4 taking a lighting wire 3 as a communication medium, and the locking state from the home gateway is transmitted to a center server 6 using a general communication line. The locking state from the center server is transmitted to a portable communication means 7 using the general communication line, thereby, the door locking state of one's own house is monitored from outside the house.
