PROBLEM TO BE SOLVED: To provide a management system for tracing industrial wastes which can effectively prevent the illegal dumping of the industrial wastes and which can reduce costs required for the system construction, and a management method for tracing the industrial wastes using a tracing device. SOLUTION: The management system 1 for tracing the industrial wastes is provided with a PHS tracing device 2 which can be mixed in the industrial wastes, a means for acquiring tracing position information which acquires the positional information of the PHS tracing device 2 (a CPU 30 of a monitoring device 3 and a PHS base station terminal 4), a means for acquiring the positional information of a disposal field which acquires the positional information of the disposal field of the industrial wastes (the CPU 30 of the monitoring device 3 and a database server 5), and a carrying-in confirmation means which discriminates whether the PHS tracing device 2 is carried in the disposal field of the industrial wastes or not by comparing the positional information of the PHS tracing device 2 with the positional information of the disposal field of the industrial wastes (the CPU 30 of the monitoring device 3 and a positional information discrimination program).
