PROBLEM TO BE SOLVED: To provide an active type sound insulating panel that reinforces the fragility of a bimorph type piezoelectric actuator, is inexpensive and has high flexibility and practicality. SOLUTION: An active type sound insulating panel 100 is constituted by forming a fixation part 30 fixed to a concrete slab 2 and a connection part 31 rotatably connected to a panel 101 in a single body on a casing 103 having a reinforcing vibration part 32 which is joined interposing both surfaces of the bimorph type piezoelectric actuator to reinforce the strength of the bimorph type piezoelectric actuator 104 at least in a vibration direction and is driven by the bimorph type piezoelectric actuator 104 to vibrate.
