PROBLEM TO BE SOLVED: To provide a fully charging state detecting device and its method capable of correctly detecting the fully charging state of the battery even when the capacity of the fully charging state is changed. SOLUTION: A CPU 23a detects the charging efficiency as a ratio of the quantity of electricity accumulated in the battery 13 as electro motive force, of the quantity of electricity flowing into the battery at an arbitrary time from the start of charging to the termination of charging of the battery 13 on the basis of the charging current and the charging voltage determined by using a current sensor 15 and a voltage sensor 17.
