PROBLEM TO BE SOLVED: To provide an organic-inorganic hybrid glassy material given by using a raw material which can be used in a sol-gel process as a starting material, and to provide a method for producing the same. SOLUTION: This method for producing the organic-inorganic hybrid glassy material has at least three steps comprising a step for preparing a gel material by the sol-gel process, a melting step by heating and an aging step, wherein the gel material has metal units having organic functional groups in its structure, at least one kind of phenyl group-containing sol-gel raw material is used, the melting step by the heating is conducted at a temperature of 30°C to 400°C and the aging step is conducted at the temperature of 30°C to 400°C for a time of≥5 min.
