PROBLEM TO BE SOLVED: To issue a usage certificate by E-mail concerning a usage certificate issuing system for issuing the usage certificate including the usage toll itemization of a toll road. SOLUTION: The system includes a toll server 2 for calculating usage toll corresponding to a user in response to usage information which is exchanged with the radio exchange equipment of a tollbooth, when a vehicle 10 with an on-vehicle apparatus mounted thereon passes through the gate 1 of the tollbooth on a toll road; a management center 3 for managing the toll road, collecting the usage toll corresponding to the user from the toll server 2, and settling the usage toll with a settlement organ 4; and a mail management server 5 for transmitting the usage certificate, which includes the usage toll corresponding to the user 6 of the management center 3, as the E-mail via the Internet in response to a request transmitted from the user 6 via the Internet.
