PROBLEM TO BE SOLVED: To provide an electronic watermark embedding device capable of performing electronic watermark embedding processing without degrading the quality of a map. SOLUTION: The electronic watermark embedding device 1 for embedding an electronic watermark within map data containing ground objects and attributes of the ground objects written in any of alphabetic characters, numeric characters, or Japanese characters is provided with: a map data referring means 12 for referring to the map data, an electronic watermark pattern data referring means 13 for referring to a plurality of prepared electronic watermark pattern data having the same meaning but different in notation when the attribute is written, and an electronic watermark embedding means 14 for embedding the electronic watermark within the map data by using the map data referring means 12 and the electronic watermark pattern data referring means 13.
