PROBLEM TO BE SOLVED: To provide a controller for a switching power supply in which the gain of the entire system is stabilized even when the input voltage is varied, and to provide a switching power supply. SOLUTION: The controller 7A generates a drive signal PS performing switching control of switching elements in a switching power supply. The controller 7A comprises means 10 and 11 for detecting the time ratio D of the drive signal PS for controlling the switching elements in the switching power supply and generating a signal corresponding to the time ratio D, means 13 and 14 for generating a control signal CS based on the difference between a target voltage V<SB>REF</SB>in the switching power supply and an output voltage V<SB>o</SB>detected in the switching power supply, an operating means 15 generating a signal corresponding to the product of a signal corresponding to the time ratio and the control signal CS, and means 16 and 17 for generating the drive signal PS based on the signal generated from the operating means 15.
