PROBLEM TO BE SOLVED: To display the accurate video recording time including frame information synchronously with the video during video reproduction by a simple method and without applying complicated processing, in a video monitoring system provided with functions for recording/reproducing the video, and at the same time, to faithfully reproduce monitoring video without losing time information even as for program editing. SOLUTION: The video monitoring system has a means for writing date and time information, which are regularly proofread by the standard time information, and control state data of an image pickup device synchronously with the recorded video at a constant cycle to an accumulation medium as different data from the video stream.
