PROBLEM TO BE SOLVED: To provide a charging member and a development blade which apply a sufficient charging amount to a toner by means of friction and, therefore, provide high image quality. SOLUTION: The charging member is formed from polyurethane elastomer. At least part of the charging member has a charging rich layer in which polyurethane elastomer contains dispersion of charging substances whose charge rank is highly positive compared with the polyurethane elastomer.
