PROBLEM TO BE SOLVED: To improve control precision of start advance by the amount of elimination of the inclusion of friction loss during transmission of force between an expansion type heat sensitive operation device at a low temperature and both centrifugal weights. SOLUTION: One end section of a spring 6 for start advance is caught by a spring receiver washer 8 at one end side. The other end section of the spring 6 for start advance is caught by a spring receiver washer 9 at the other end side. An actuating part 10 at one end side of a heat sensitive operation device 7 is supported by a one-end side operation part receiver 11. The other end side operation part 12 of the heat sensitive operation device 7 is supported by the other end side operation part receiver 13. The other end side operation part receiver 13 is interlocked to a one-end side spring receiver washer 8 by an one-end side interlocking tool 14. Conversely, the one-end side operation part receiver 11 is interlocked to the other-end side spring receiver washer 9 by the other-end side interlocking tool 15, thus composing the expansion type heat sensitive operation device 16 at a low temperature that is expanded by low-temperature side heat detection.
