PROBLEM TO BE SOLVED: To provide a controller and a controlling method which can determine the behavior of an object to be controlled such as a vessel to perform efficient control using the determination result. SOLUTION: The controller comprises a behavior detecting part 52 which sequentially determines time ranges of predetermined types of behaviors performed by a vessel based on azimuth data obtained by an azimuth sensor; a pattern matching part 58 which sequentially determines a behavior pattern which applies to the predetermined types of the behaviors performed by the vessel in the respective time ranges from among a plurality of behavior patterns based on the azimuth data obtained by the azimuth sensor in the time ranges sequentially determined by the behavior detecting part 52; and a control parameter setting part 62 which sequentially reads out control parameters stored in a storing means in correspondence with the behavior pattern which applies to the predetermined types of the behaviors sequentially determined by the pattern matching part 58, and allows for the control of the vessel based on the control parameters.
