PROBLEM TO BE SOLVED: To facilitate addition or updating of a program in a terminal. SOLUTION: A server 1 comprises a storage device 10 storing an updating module 11 of binary format. A KIOSK terminal 2 comprises a flash memory 24 storing a function module or a system module of binary format. The updating module 11 is compared with the function module corresponding thereto in a block unit of a predetermined size. With respect to a block having a mismatching comparison result, the block concerned of the updating module 11 is downloaded from the server 1 to update the corresponding block of the function module.
