PROBLEM TO BE SOLVED: To provide a picture display plate capable of enhancing characteristics in respects of weatherabilty and light resistance and drastically reducing cost by overcoming difficulties on the printing techniques such as appearance, transmission and cost due to problems on a retroreflective sheet when the picture display plate is formed by using the conventional retroreflective sheet. SOLUTION: The picture display plate is formed by uniting and integrating both of a transparent film and the retroreflective sheet, wherein the transparent film has a print surface on which the printing is performed as a reverse image on the rear surface of the transparent film, the retroreflective sheet is disposed in accordance with the print surface of the transparent film and a gluing surface is disposed on the surface in accordance with the print surface of the retroreflective sheet. Thereby, the printing is performed on the transparent film, therefore, the technical problems as shown in the conventional technique do not occur and, moreover, the cost becomes one half as compared to the conventional retroreflective sheet and can be drastically reduced.
