PROBLEM TO BE SOLVED: To prepare a water-containing powder cosmetic which gives freshness and cold touch in a shorter time than conventional water-containing powder cosmetics when used, does not give a powdery touch and a creaking touch, gives uniform and beautifully finished makeup cosmetic films, has excellent makeup durability, and further has excellent production stability and storage stability. SOLUTION: This water-containing powder cosmetic is characterized by comprising (1) water-containing powder prepared by coating an aqueous gel core substance with hydrophobic powder and (2) a silicone-based fine particulate substance having a surface activity.
