Abrasion in the head carriage bearing and the spindle motor bearing of an information recording and reproducing device (19) mounted on an automobile, and degradation in the rotational accuracy are prevented by detecting an activity on the automobile, which takes place before vehicular vibrations occur. Such activity may be the insertion of a door key (24), or of the ignition key (23), a seat (25) being taken, or the fastening of a seat belt (22).
