<p>PROBLEM TO BE SOLVED: To solve the problem of a plurality of flows without holding whole user ID databases in each datagram transfer device by executing weighting priority transfer at every flow in accordance with the weight value which is written in the header of a data program. SOLUTION: A datagram transmitted from a user terminal 5 via an access network 6 is observed by a traffic observing device 2 at the flow-in port of a transfer network and the weight value of the flow to which the datagram belongs is calculated to suit a fixed rule. The calculation result is written in the header of the datagram and datagram transfer devices 1a-1c in the network execute the weighting priority transfer control. That is, the weight value which expresses the strength of a right concerning the usage of communication resources provided in the flow to which the datagram belongs and which is restricted by the previously fixed rule at every user, is written in the header of the datagram flowing into the communication network and the weighting priority transfer processing at every flow is executed in accordance with the weight value.</p> |
