PURPOSE: An apparatus and a method are provided to prevent noises or arcing caused due to high voltages, by forming an additional discharge path for preventing noises caused due to the charge accumulated in a spacer. CONSTITUTION: An apparatus comprises a spacer ground electrode(10) arranged beneath a spacer(5); a protection resistance connected between a high voltage power and an anode electrode(7), and which protects the high voltage power from a discharge impact; a switch for selectively connecting the anode electrode and the spacer ground electrode in a blanking time, in accordance with the control signal generated in accordance with a predetermined blanking signal; and a buffer and inverter signal unit(30) for receiving a vertical synchronous signal, and providing pulses lower than the pulse of the vertical synchronous signal to the switch when predetermined numbers of vertical synchronous signals are generated.
