PURPOSE: An apparatus is provided to control a propulsion direction in a convenient manner in accordance with the forward and reverse rotation of a shaft and a rotor. CONSTITUTION: An apparatus(1) comprises a shaft(2) connected to a rotating force source(P); a first plate(3) fixed in such a manner that the first plate is crossed with the shaft; a second plate(4) spaced apart from the first plate and fixed at the shaft; and a rotor(5) fixed at the shaft interposed between the first plate and the second plate in such a manner that the rotor selectively contacts one of the first and second plates. Propulsive forces are generated in the direction generated by the rotation and revolution of the rotor when the shaft rotates and the rotor rotates at the state where the rotor contacts one of the first and second plates.
