PURPOSE: An image forming apparatus is provided to maintain the thickness of a developer layer formed on a developer transfer roller even when the position of a developer quantity controller is varied. CONSTITUTION: An image forming apparatus includes a photosensitive drum(10) on which an electrostatic latent image is formed, a developer(5), a developer transfer roller(32), a developer quantity controller(37), and a supporting member(35). The developer transfer roller transfers the developer to the photosensitive drum. The developer quantity controller is formed of an elastic plate and controls the quantity of developer on the developer transfer roller. The developer quantity controller has a bent portion extended from the free end thereof at an angle of approximately 70 to 100 degrees. The supporting member supports the developer quantity controller.
