PURPOSE: A system and a method for certifying a real name of a civil application presented through the online are provided to offer a space to process all businesses on the web without writing duplicated reports due to an internal process by preventing a harmful anonymous letter, constructing a database for civil application files, and correctly obtaining/processing civil application data. CONSTITUTION: A web server(100) includes a homepage adding/storing a real name certification file to the civil application file, examines the civil application file, and performs certification depending on a result. A database server(200) includes an approval number database(220) storing an approval number added to the civil application file, and a civil application database(210) storing the approval numbers, and a presenter terminal database(230) storing information for presenter terminals(C1-Cn), the civil application files received from the presenter terminals, and address information for the approval number stored in the civil application database. A certification server(300) includes the address information for the civil application numbers and certifies the civil application number/file.
