<P>PROBLEM TO BE SOLVED: To provide a driving device for organic EL panel that can realize excellent black display. <P>SOLUTION: In a source driver IC, a selector circuit 2362, a two-phase latch circuit 2361 and a precharging circuit 2363, and a current output circuit 645 are constituted. Precharge signals (RPC, GPC, BPF) obtained by precharging pixel data corresponding to R, G, and B are inputted from outside. Those data are held in the latch circuit 2361. When the precharge signals are at H level, the precharging circuit 2363 outputs a precharging voltage to a source signal line.
