PROBLEM TO BE SOLVED: To reliably remote-monitor a remote monitoring object device with good quality. SOLUTION: The state of a remote monitoring object device 5 is monitored by a remote monitoring device 7. Notification information for notifying abnormality of the remote monitoring object device 5 is received by the remote monitoring device 7. Then a communication instrument 9 transmits the notification information to a packet communication network 11. A monitoring server 13 receives the notification information via the packet communication network 11 and transits it to a public network 15 or a packet communication network 17 via the public network. A monitor side computer 21 or the like receives the content of the abnormality by an electronic mail from the monitoring server 13 via the public network 15 and copes with the abnormal state.
