PROBLEM TO BE SOLVED: To provide a light weight and constitutionally simple screen device which enables smoother movement of a shielding body such as slats. SOLUTION: This blind device 1 is equipped with vertical frames 2 and 3, the slats 9 which are juxtaposed in an opening P and are to be vertically moved by the rotation, in directions A and B, of a rotor 74 by the traveling of an endless rope 71 looped around the rotor 74 of a hoisting/lowering mechanism 10, an inhibition means 201 which inhibits the rotation of the rotor 74 in the direction A, and a plurality of slat supporting members 8 which support the slats 9, respectively. The blind device 1 is also equipped with a link mechanism 4 which couples one end 6 of each of the members 8, a link mechanism 5 which couples the other end 7 of each of the members 8, the mechanism 10 for vertically moving the slats 9 via the uppermost member 8, a tilt mechanism 11 for tilting the slats 9, and an inhibition mechanism 12 for inhibiting the upward movement of the lowermost slat 9.
