PROBLEM TO BE SOLVED: To provide a new iridium (III) complex that has high luminous efficiency and gives a luminous layer through the wet film formation method resistant to concentration quenching, and to provide a phosphorescent organic EL element having the luminous layer. SOLUTION: The iridium (III) complex is represented by the formula (wherein Y is a bidentate; R is H or a 1-10C alkoxy where at least one of R is an alkoxy; (n) is an integer of 3-8).
