PROBLEM TO BE SOLVED: To apply efficient control to all MNs having various characteristics by dynamically switching an HLR system and a VLR system for each MN according to the moving characteristics and traffic characteristics of each MN. SOLUTION: For an MN whose frequency of location registration is large, such as moving over the LLM, location information is managed in HLM. For an MN whose transmission/reception frequency is large, such as standing still without moving, the location information is managed in a local location information management device. In short, efficient location control is performed by dynamically switching the systems according to the moving characteristics to be represented by location registration frequency, etc., the traffic characteristics to be represented by transmission frequency and reception frequency, etc., network composition of a mobile network, the number of signals to be transmitted and received between the processing nodes in a home location information management device system and a local location information management device system and a network control cost such as access frequency to the location information management device.
