PROBLEM TO BE SOLVED: To provide a laminated thin film EL(electro-luminescence) element having a laminated thin film phosphor which emits high luminance and high color purity white light, and to provide a color EL panel using the high luminance. SOLUTION: The laminated thin film EL element has the first thin film phosphor layer and the second thin film phosphor layer. The first thin film phosphor layer contains a thin film phosphor layer represented by composition formula : Zn<SB>1-x</SB>Mg<SB>x</SB>S:Mn<SB>y</SB>, where 0.01≤x≤0.8, 0.1≤y≤1 and y is ratio in number of Mn element to total elements in the composition. The second thin film phosphor layer mainly consists of barium thioaluminate represented by composition formula : Ba<SB>a</SB>Al<SB>b</SB>S:Eu<SB>c</SB>, where 0.05≤a≤0.625, 0.25≤b≤0.63, 0.2≤c≤1.2 and c is ratio in number of Eu element to total elements in the composition.
