PROBLEM TO BE SOLVED: To improve use efficiency of a recording medium by performing smoothly data rearrangement in a storage medium. SOLUTION: When fixed difference is caused between a residual storage time obtained by the number of empty clusters of a recording medium and a residual storage time obtained by rearranging clusters already recorded and securing a unit, a record time discriminating part 121 informs this to a system controller 110. Receiving this, the system controller 110 decides a time at which rearrangement is started based on data of operation frequency for each time band of a video recorder 100 and video recording preservation data. When a start schedule time of rearrangement arrives and the video decoder 100 is in a standby state, rearrangement is performed automatically. A rearrangement processing control part 123 repeats rearrangement of a cluster already recorded, and increases the number of units being recordable. COPYRIGHT: (C)2005,JPO&NCIPI
