PROBLEM TO BE SOLVED: To obtain granules, fine particles or tablets containing a medicinal active agent in a high concentration and having good elutability, and a medicinal composition containing the same, and provide a method for producing the same. SOLUTION: The granules, the fine particles or the tablets formed with a medicinal active ingredient-containing layer on nucleus particles are prepared by combining a method for adhering the active ingredient to the nucleus particles by spraying or adding a binder with a method for adhering the active ingredient to the nucleus particles by spraying or adding a solution or a suspension containing the active ingredient and the binder.
