PROBLEM TO BE SOLVED: To provide a polymer flocculant which is used for the dehydration of organic sludge such as sewage sludge or inorganic waste water such as plant waste water and has excellent flocculating performance (realizing high floc strength, coarse floc and dehydrated cake of higher water content). SOLUTION: The polymer flocculant is composed of: at least one kind of (co)polymer between at least one kind of compound (a) and a water-soluble unsaturated monomer (b); and/or a (co)polymer obtained by (co)polymerizing the water-soluble unsaturated monomer (b) in the presence of the compound (a), wherein the compound (a) is selected from a group consisting of amidine, urea, guanidine, derivatives of them, and polycondensation substances resulting from reaction between these compounds and formaldehyde.
