PROBLEM TO BE SOLVED: To generate an interpolating signal without an error by correctly determining a signal which is not a telecine conversion signal. SOLUTION: When at least the inter-field movement of an image concerning an input interlace image signal is detected, so as to detect the movement of even-numbered lines/fields in a vertical direction, an interpolation processing is performed by a movement adaptive interpolating signal or a movement compensation interpolating signal regardless of whether an input image signal is the telecine conversion signal or not. When the movement of the even-numbered lines/fields is not detected in the vertical direction and also it is determined that the input image signal is the telecine conversion image signal, the interpolation process is performed by a telecine interpolating signal which follows a telecine conversion sequence.
