PROBLEM TO BE SOLVED: To provide a swirl measuring device capable of precisely measuring swirl ratio of swirl. SOLUTION: In the swirl measuring device 1 measuring swirl ratio of swirl S formed in a cylindrical flow passage 2, a support shaft 13 is provided in a radial direction of the flow passage 2, a receiving plate 14 inclining according to swirl S is provided on the support shaft 13, and an angle detecting means 15 detecting inclination angleθof the receiving plate 14 is provided.
