PROBLEM TO BE SOLVED: To facilitate manufacturing and to make appearance of a completed tool further beautiful. SOLUTION: Metal to be worked is forged to form a semi-manufactured product; this is annealed to reduce the hardness; and soot generated by annealing is removed by rotary drum polishing 12 and a shot blast method. In a primary surface treatment, a lubricating treatment 13 and oscillation polishing 14 for performing smoothing by cutting are applied, machining 15 such as punching of a letter or rachet hole working is performed, and thermal treatment 16 is added, thereby reinforcing the mechanical characteristic. In a secondary surface treatment, secondary shot blast 18 is performed by a lubricating treatment 17 for performing smoothing by cutting for removing burr generated by machining, manual work and the like. In a tertiary surface treatment, lines generated by smoothing by cutting is removed by oscillation polishing 19 treatment for achieving fine smoothing, and finally one or more plated layers are disposed by electroplating 20.
