PROBLEM TO BE SOLVED: To provide a device (a pasting material) having an extremely simpler structure than those of conventional percutaneous administration devices of impressing an electric voltage, having a light weight, inexpensive, excellent in portable property and capable of administering an ionic medicine. SOLUTION: This pasting material is provided by using a material obtained by impregnating the ionic medicine for administration in an ion exchanging membrane using a porous film, etc., as a substrate and having≤7μm surface roughness (Rz) of a contacting surface with a living body. Preferably, a material obtained by sealing the ionic medicine in a bag-shaped material consisting of such the ion exchange membrane 2 and a filmy external packing material 4 not penetrating the medicine and a solvent, and closely sealing its peripheral part 6 by hot melting, etc., is used. By using the ion exchange membrane having≤7μm surface roughness (Rz) at the contacting surface with the living body, the medicine infiltrates into the living body without impressing the electric voltage.
