PROBLEM TO BE SOLVED: To facilitate the verification of electronic signatures in the case of exchanging instructions between an in-office server and an external server.

SOLUTION: Each server assumes a part of processing of cooperation services, and has secret keys corresponding to public key certificates issued from each of in-office CAs and external public CAs at a key storage part 206. A signature key selecting part 216 discriminates whether a server executing the processing after the server is an in-office device or an external device. In the case of the in-office device, it selects the secret key for the in-office device. In the case of the external device, it selects the secret key for the external device. A signature preparator 218 calculates a value of the electronic signature for flow instructions to a following server by using the selected secret key. An instruction division/integration part 204 transmits to the following server the flow instructions to which an electronic signature value is added.
