<P>PROBLEM TO BE SOLVED: To provide an order proposing method for preliminarily designating a quantity change enabling range when merchandise to be ordered and the number of order is proposed from a merchandise seller through a computer network to a merchandise purchaser. <P>SOLUTION: A merchandise master 41 stored in a hard disk 14 of a vender terminal 1 whose operation is managed by a vender is recorded with codes, the increasable number, and decresable number for each merchandise. An inventory master 43 is recorded with the number of inventory of each merchandise. When the proposed number of order for any merchandise is inputted according to an order proposing program 34, a CPU 10 reads the increasable and decreasable number of the merchandise from the merchandise master 43, and sets the number of the merchandise acquired by adding the increasable number to the proposed number of order as an upper limit, and sets the number of merchandise acquired by subtracting the decreasable number from the proposed number of order as a lower limit to decide an increasable/decreasable range.
