PROBLEM TO BE SOLVED: To enhance the handleability of a roller closely brought into contact with the outer surface of a vehicle and to certainly apply a protective layer forming material by a simple and inexpensive constitution. SOLUTION: A roller mechanism part 34 is equipped with a holder 86 for detachably supporting the roller 48, a pipe 112 mounted on the holder 86 to supply the protective layer forming material into the roller 48 and end part caps 122 provided to both ends of the roller 48 in a liquidtight state and permitting the direct insertion of the pipe 112 and freely rotated integrally along with the roller 48 with respect to the pipe 112.
