PROBLEM TO BE SOLVED: To provide a control value without the need of changing a setting value just by one comparison operation in each hysterisis control section and to detect an input value fluctuation width over control sections while performing hysterisis control. SOLUTION: In ST201, an optional reference value supplying the reference of deciding the present position of a control width is set to the control section which is an input value operation fluctuation width where the hysterisis control section is present at both end parts. In ST202, a difference between the input value of this time and the optional reference value of the previous time is obtained. In ST203 and ST204, the position relation of the input value of this time and the optional reference value of the previous time is detected from a difference result, and an increase/decrease direction from the control value in the control section of the previous time is decided. In ST205, the input value fluctuation width over the control section is obtained from the difference result and the control width in the control section of the previous time. In ST206, the control value (output value) for the input value of this time is obtained from the increase/decrease direction from the control value of the previous time and the input value fluctuation width.
