PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which ensures a sharp charge amount distribution, is excellent in cleanability, has good low-temperature fixability and anti-offset properties, causes neither contamination of a fixing device nor stain of an image, obtains an image with high image quality, and has good storage stability. SOLUTION: The electrostatic charge image developing toner is obtained as follows: an organic solvent phase in which at least a functional-group-containing polyester resin is dissolved and an active-hydrogen-containing compound are dispersed in an aqueous medium phase in which fine resin particles are dispersed, an extension reaction and/or a crosslinking reaction of the functional-group-containing polyester resin and the active-hydrogen-containing compound is allowed to take place, particles are formed from the resulting dispersion, and surfaces of the particles are treated with a fluorine-containing compound.
