PROBLEM TO BE SOLVED: To easily, inexpensively and accurately control a position of a person or an object. SOLUTION: A plurality of antenna parts 11 are provided in a ceiling or a floor in a room, a transmission wave is transmitted from an in-door location controller 2 to each radio wave tag 1, a position of the tag 1 is recognized in response to an arranged position of the antenna part 11 receiving a reply transmission wave in a control part 14, when the reply transmission wave is received by any of the antenna parts 11, and a spatial position of the tag 1 is controlled thereby to detect the tag surely even when the person or the object attached with the tag 1 exists in a high position or a low position in the room. In the control part 14, the first transmission wave of the first frequency band for transmitting a response command to the tag 1, and for supplying electric power to the tag 1, and the second transmission wave of the second frequency band for supplying electric power to the tag 1 are transmitted from the antenna parts 11, the electric powers are supplied to the respective tags 1 by the first transmission wave and the second transmission wave, and the reply transmission wave from the tags 1 are received surely by the antenna parts 11.
