<p><P>PROBLEM TO BE SOLVED: To quickly solve and cope with the following problems: the natural environment in water areas, i.e. the water quality in the water areas including the sea, rivers, and lakes, has been gradually degraded according to the progress of technology; water contamination is not solved in spite of implementation of various methods; secondary contamination caused by purification of water by chemicals is about to arise; and adverse effects begin to emerge not only in aquatic creatures but also in human beings. <P>SOLUTION: In implementation of water purification of the water areas including the sea, rivers, and lakes, purification of subaqueous bottoms and water flowing sections such as rivetments exerts high efficiency. Therefore, cobble stone which is very high in purifying ability is housed in a commercially available cage, and then settled in water together with ripraps or concrete for stabilizing river beds, rivetments, etc., such that the cobble stone is sandwiched by the ripraps or a gabion.
