PROBLEM TO BE SOLVED: To improve convenience and safety of a driver and passengers of a vehicle by providing not only preferences of a user but also information suitable for his circumstances and to reflect the intention of an owner of the vehicle in operating conditions of the vehicle. SOLUTION: Restricting conditions are set by the owner etc. of the vehicle in consideration of the circumstances (inexperience in driving techniques, unfamiliarity with the area, etc.) of the user. By restricting control over guidance information to be provided for the user, traveling speeds of the vehicle, etc. according to the restricting conditions, it is possible to provide guidance information suitable for the circumstances of the user and reflect the intention of the owner etc. of the vehicle in the operating conditions.
