PROBLEM TO BE SOLVED: To provide a CCSDS telecommand system for outputting commands to a satellite at an equal interval. SOLUTION: A higher-order interface section 2 includes: a higher-order interface 20 interfacing command data from a user interface 1; an isochronism buffer 21 for storing an isochronism command; an urgent buffer 22 for storing an urgent command; and an ordinary buffer 23 for storing an ordinary command. A CCSDS telecommand processing section 3 carries out a CCSDS telecommand protocol processing and includes: a virtual channel management 31; a command operation procedure 32; and a frame generation 33. A hard control processing section 4 generates interruption at a designated command output interval and includes: an isochronism buffer 41; an urgent buffer 42; and an ordinary buffer 43; a buffer control 44 for controlling the buffers above; a coding layer 45; and an output control 46.
