PROBLEM TO BE SOLVED: To provide a private communication apparatus and a private communication method which has a good serviceability and reliably communicates. SOLUTION: The apparatus comprises an ID tag 7a mounted on a mobile communication terminal 6a to detect the position of this terminal and identify this terminal 6a in a plant, using a sub-number given to the tag; a narrow-area position detector 31 which has stored a main number and the sub-number related to each other used, when the mobile terminal 6a communicates over a mobile communication network and detects the position of the ID tag 7a to detect the mobile terminal 6a; a number changer 24 for reading and changing a main number corresponding to a sub-number of another communication terminal for calling the mobile terminal 6a, using its sub-number; and a transceiver 21 for calling the mobile terminal 6a, using the changed main number.
