PROBLEM TO BE SOLVED: To prepare a cosmetic protecting the skin from water and detergents without being dropped by water or the detergents, having good usability regardless of presence or absence of water used and capable of simply being dropped by cleansing by using applied cosmetics, or the like. SOLUTION: The cosmetic comprises (a) fluorine-treated powder, (b) an oil phase containing≥90% volatile silicone and/or light liquid isoparaffin, (c) a silicone rubber and (d) one or more kinds of polyether-modified silicones represented by formula (1) [A is methyl group, phenyl group or a group represented by the formula: (CH<SB>2</SB>)<SB>c</SB>O(C<SB>2</SB>H<SB>4</SB>O)<SB>a</SB>(C<SB>3</SB>H<SB>6</SB>O)<SB>b</SB>R' (wherein R' is a group selected from the group consisting of hydrogen atom, an acyl group and a 1-4C alkyl group; (a) and (b) show each an integer of 0-50 and (c) is an integer of 1-3);R is methyl group or phenyl group; (m) is an integer of 1-1,000 and (n) is an integer of 1-50].
