PROBLEM TO BE SOLVED: To provide a material for plastic optical waveguides which is superior in electric characteristics, heat resistance, and transparency and is inexpensive and allows a large area to be realized. SOLUTION: The material for optical waveguides is made of a polybenzoxazole precursor having a spiro compound or a polybenzoxazole resin obtained by dehydration and ring closure of the polybenzoxazole precursor, and an optical waveguide has a core layer and/or a clad layer formed with this material for optical waveguides.
