PROBLEM TO BE SOLVED: To provide a method and an apparatus for cutting a welding bead on inside and outside surfaces at a pipe end of a "UOE" steel pipe. SOLUTION: The welding bead formed on the inside and outside surfaces at the pipe end of the "UOE" steel pipe 1 is removed by cutting up to the same height as that of the inside surface or the outside surface of the "UOE" steel pipe. In this method, a pair of an inside surface cutter 2 and an outside surface cutter 3, which rotate about their rotational axes, are reciprocated in the longitudinal direction of the welding bead two or more times while synchronizing their moving speed. At this time, the position of the welding bead to be cut by means of both cutters is shifted in the direction of the width of the welding bead every time of the reciprocation.
